My gas range doesn't lower the flame height until it's on "medium"

    I have a Whirlpool WEG750H0HV gas range. When adjusting the flame heights, most of the knobs have to be turned down to "medium" for the flame to even start to lower. Is this normal and how can I adjust it so the flame lowers as I turn the knob from High in even increments?

    For example, "High" sets the flame to max height but it doesn't lower at all until the knob is almost set to "Medium. I should also mention that I did take the knobs off to adjust the "low" flame height to the proper level based on the manufacturers instructions.
