Find missing time ranges

    I have a table representing files and the time spans they cover like so:

    versioned_filename | start_time | end_time | data_format |
    -------------------+----------------------------+----------------------------+-------------------|
    file1.raw.v0 | 2016-11-01 19:50:02 | 2016-11-01 20:50:02 | raw |

    file5.nc.v0 | 2017-07-19 06:00:36.004064 | 2017-07-19 06:01:44.446952 | nc |


    I'm trying to find the timespans for which we have files in raw format, but not nc format
